Win 8.1 Mail Oddity

I wasn't aware....  why did you call it the 8.1 preview though?   A couple of the articles were talking about this behavior in the Windows 8.1 Preview. Tap or click the New Contact icon on the right. There is nothing open though. Can my UK PhD permit me to use the title "Dr.-Ing." in Germany?

Myself, I use Windows 7 so I am not as familiar with Windows 8, so I was wondering if someone could help us out.
