Win 7 Bluetooth Pairing Timeout Too Fast

Now getting the popup asking me to allow the device to connect, but it's asking for a pairing code. Can a high voltage line kill a person without touching it? When I press the enter button while the assistant is trying to pair the keyboard, the assistant don't report a timeout but asks for a code provided by the keyboard.But of I am currently using a Windows 10 laptop (Surface Pro 3) with my Nexus 5 and I have tried all methods USb tethering, WiFI hotspot, nothing seems to work.
